Phillips County was established on May 1, 1820 and was formed from Arkansas County and Lawrence County. Parts of Phillips County was used to form the following counties: Crittenden 1825, Lee 1873, Monroe 1829, St. Francis 1827. Other county boundry changes occured when Part annexed to Arkansas 23 October 1821, W boundary defined 30 October 1823, line with Arkansas defined 21 November 1829. The county was named in honor of Sylvanus Phillips, a member of the territorial legislature .

  • Phillips County Clerk of Circuit Court is the clerk of the circuit, chancery court, and juvenile court and usually acts as the ex-officio recorder of Phillips county. The duties of the clerk are to maintain a record of all proceedings of the circuit, chancery and juvenile courts and to prepare the dockets for courts in Phillips County. They are also the ex-officio Phillips county recorder; and is responsible for recording deeds, mortgages, liens, and surety bonds, and many other orders and instruments which involve property within Phillips county.
